Establishment of National Banking

As Batavia enters into a period of relative peace and with the Onafhankelijk Nieuwsblad selling magazines again the need for a re-establishment of national banking becomes apparent. Mordechai Ben Erasmus has opened the discussion in the National Council (Nationaal Beraad) asking three basic questions:
  1. Who should govern the bank in what manner?
  2. How should we distribute the money?
  3. Who claims which money? 
Miguel Constantijn Windsor expanded question 2 by asking how we should distribute money that belonged to shared companies or the cultural fund.

In regard to question 1 Alejandro Gonzalez proposed to have a bank director who is appointed by the king and accepted by the National Council, Miguel Constantijn Windsor agreed with Gonzalez. Mordechai Ben Erasmus countered the proposal by saying the director should be appointed only by the National Council as the money was the property of the Batavian people, allowing the king to appoint a director would weaken that moral principle.

The discussion about this complex issue has just begun and Miguel Windsor has asked not to take any decisions before a census has taken place. We predict it can take more than a month before a proposal is signed into law.

Update Feb 22: Windsor reacts by saying that he did not mean that the law should wait on the census:
I actually meant more that we could work alongside the census. In the mean time we can accept a law to regulate everything. I don't really care. We don't have to wait for the census and could just ask all citizens if they want their money back. Normally we would expect that those who call in for the census would also call in for this.
